Unfortunately, PhotoWear is not eligible for Google Play's Family Library. It's only available for paid apps.
PhotoWear is a free app with in-app purchases, and according to Google Play's help article on this subject, "You can't share in-app purchases and free apps with your family members."
If an item is eligible to be added, you'll see the Family Library icon on the content's details page
